The Agent 64-8 feature in Engager allows you to bulk-update your client list by importing data from HMRC. This ensures that Engager accurately reflects which clients you have agent authorisation for across different services.
This guide explains how to download client data from HMRC for:
- Corporation Tax (CT)
- Self-Assessment (SA)
- Construction Industry Scheme (CIS)
- PAYE for Agents (with a slightly different process)
For MTD VAT and MTD IT, HMRC does not provide an option to download client data. Instead, you will need to fill out a pre-formatted Excel spreadsheet (provided by Engager) and import the data manually.
Downloading Client Data from HMRC
Corporation Tax, Self-Assessment & CIS
- Log into HMRC Government Gateway:
👉 https://www.access.service.gov.uk/login/signin/creds - Select the relevant service (Corporation Tax, Self-Assessment, or CIS).
- Look for the Download Client List option and click to download.

Your downloaded file will contain a list of clients for the selected tax service.
PAYE for Agents
⚠ Important: The process for PAYE is different from the others. If you try to access PAYE from the ‘Your Services’ screen by selecting PAYE for Employers, it will NOT work.
Follow these steps carefully:
- Log into HMRC Government Gateway:
👉 https://www.access.service.gov.uk/login/signin/creds - Click All Your Other Services.
- Select PAYE for Agents.
- Click Download Client List.
This will ensure you retrieve the correct PAYE client data for Engager.
MTD VAT & MTD IT Clients
Since HMRC does not allow downloads for MTD VAT or MTD IT, you will need to manually complete a pre-formatted Excel spreadsheet provided by Engager.
Steps to Import MTD VAT & MTD IT Clients into Engager:
- Download the Excel template from Engager.
- Open the file and enter your client details manually. Alternatively, you can download your client data from the client list within Engager to populate the import sheet.
- Save the file in CSV format.
- Upload the completed file into Engager via the Agent 64-8 Import tool.

Once you have downloaded your HMRC client lists, the next step is to import them into Engager to update your agent authorisations. You can do this by navigating to: Settings > Integrations > HMRC > Import agent authorisation state in bulk.
This ensures your Engager records remain accurate and up to date, helping you manage agent authorisations seamlessly.
64-8 Error message
'The user that is signed in cannot access this authorisation request. Their details do not match the agent business that created the authorisation request'
We're seeing many people have this message appear - essentially, there could be a rogue gap somewhere in a reference, credential, post code etc - please do not COPY AND PASTE and codes etc
There should be no spaces in the agent reference its the LLLLNNNNNNN, it can not have spaces before in or after
Removing spaces has cleared 99% of error messages

I have logged into PAYE and the client list however the option of showing all clients or downloading your client list have now been removed. The page now opens with all your clients listed and the only option is search client list.
I have checked CIS and the options are still there so it looks like it is just the PAYE service that has changed.
