How do I import AML onboarding and Annual Review form templates into Engager?

Import them under Settings > Client Data > Form Settings > New Form > Import from File.

Any custom fields the form uses need to already exist in Engager before you import it, so create those first if they're missing. Imported forms start as Drafts, so you'll need to publish the form before clients can complete it.
